
Pangasinan State University (PSU) and the Local Government Unit (LGU) of Bani conducted a Memorandum of Agreement (MOA) signing activity on December 18, 2025 at the Municipal Government of Bani, Pangasinan, marking an important step toward the formalization of a collaborative partnership aimed at advancing education, business livelihood and marketing training, research, extension services, gender and development (GAD), and other community-based programs.
The activity was attended by key PSU officials who represented the university during the initial signing process, with the guidance and institutional support of Dr. Elbert M. Galas, University President. Present on site were Dr. Liza L. Quimson, Campus Executive Director; Dr. Jocelyn De Vera, Extension Coordinator; Dr. Potenciano D. Conte, Research Coordinator; and Zarah Jane B. Anuddin, GAD Coordinator.
Their participation underscored Pangasinan State University’s readiness to implement collaborative initiatives aligned with its mandates, pending the full execution of the agreement at the university level.
Representing the Local Government of Bani were Hon. Facundo O. Palapox, Jr., Municipal Mayor, together with key municipal officials, namely Ms. Genalyn Navata, Senior Administrative Assistant III; Ms. Krissy Jesy Pison, MGADH and Assistant PESO Manager; Mr. Romel Dulay, AA III; and Mr. John Darryl Catabay, Tourism Officer. Their presence reflected the LGU’s strong commitment to partnering with the university in delivering responsive and sustainable programs that address the needs of the local community.
Also present during the activity were Dr. Pauleen Mae Camba, Department Chair of Hospitality and Tourism Management (HTM), and Mr. Arnulfo Gutierrez Jr., OJT Coordinator, who highlighted the proposed partnership’s relevance in strengthening industry–academe linkages, particularly in the fields of tourism and hospitality education.
The proposed Memorandum of Agreement outlines a framework for joint projects and initiatives that will maximize the strengths of both Pangasinan State University and the Local Government of Bani. Upon its full execution, the partnership is expected to support research collaboration, extension services, GAD-related initiatives, and capacity-building programs that contribute to sustainable and inclusive local development.
This MOA signing activity reflects the shared vision of PSU and the LGU of Bani to foster cooperation, empower communities, and promote development through education and effective governance, with the full implementation of the agreement anticipated following its completion at the university level.
